IDAPE: the Interim Disability Assistance Programme for the Elderly
Rules checked 24 October 2026 against Agency for Integrated Care
IDAPE was set up in 2002 for a small group of seniors who could not join ElderShield at the time, because they were too old or already had a disability. It pays a monthly sum to those of them who are now severely disabled.
The short answer
- $250 or $150 a month, depending on household income, for up to 72 months.
- Singapore Citizens born on or before 30 September 1932, or born from 1 October 1932 to 30 September 1962 with a disability they already had on 30 September 2002.
- Household income per person of $3,600 or less, or no income and an Annual Value under $21,000.
- Full help needed with at least 3 of the 6 daily activities, and not a CareShield Life or ElderShield policyholder.
How much does IDAPE pay?

Who qualifies for IDAPE?
A Singapore Citizen living in Singapore, decided first by date of birth.
- Born on or before 30 September 1932, or
- Born between 1 October 1932 and 30 September 1962, with a disability that already existed on 30 September 2002.
- Household income per person of $3,600 or less, or an Annual Value under $21,000 if there is no household income.
- Needs full help with at least 3 of the six activities of daily living (washing, dressing, feeding, toileting, moving from bed to chair, and walking or moving around), confirmed by a severe disability assessment.

My parent was born in the 1940s. Can they get IDAPE?
Only if they already had a disability on 30 September 2002.
Someone born in that period who did not have a disability then does not qualify for IDAPE. ElderFund may help instead, if household income is low.
How is IDAPE different from ElderFund?
IDAPE is for a fixed group defined by date of birth and pays for up to 72 months. ElderFund is for anyone aged 30 and above who meets its income rules, with no end date.
Someone who is eligible for IDAPE cannot get ElderFund.
How do I apply for IDAPE?
Book a severe disability assessment with an MOH-accredited assessor, then apply through AIC's eFASS with Singpass.
The assessment fee is paid first and refunded if the person is assessed as severely disabled. AIC takes up to four weeks and replies by mail. Call AIC on 1800 650 6060 if you are unsure.
