AIC SMF

Seniors' Mobility & Enabling Fund (SMF)

The SMF provides means-tested subsidies to help Singapore seniors offset the cost of assistive devices and home healthcare items. Up to 90% of the device cost is covered, subject to maximum caps per device category.

Who qualifies?

How to apply for SMF

See your doctor or OT

Visit your GP, specialist, occupational therapist or physiotherapist. Tell them you need a home safety assessment and want to apply for SMF.

Get your assessment done

Your qualified assessor will assess which devices you need and complete the required documentation. They will recommend specific device categories.

Submit your application

Apply online via Singpass, through your care provider's social worker or therapist, or call AIC at 1800 650 6060. You can also visit any AIC Link.

Purchase from approved vendor

Buy from an AIC-approved vendor to qualify for the subsidy. Subsidy covers up to 90% of the device cost, subject to maximum subsidy caps per device category.

HDB EASE 2.0

Enhancement for Active Seniors (EASE 2.0)

HDB's EASE 2.0 programme subsidises home modifications in your HDB flat to make it safer and more accessible for elderly family members. HDB appoints and manages the contractors β€” you just apply and they handle the rest.

Who qualifies?

How to apply for EASE 2.0

Check eligibility

Confirm your household qualifies β€” HDB flat owner or tenant, with a family member aged 65+ or 60–64 with ADL needs.

Get FAR if needed

If your family member is aged 60–64, get a Functional Assessment Report from your GP or an approved healthcare professional. You pay the assessment fee.

Apply online

Apply via the EASE (Direct Application) e-Service on HDB InfoWeb or through the Mobile@HDB app. You can also apply as part of HDB's Home Improvement Programme (HIP).

HDB arranges everything

HDB replies within 14 working days and arranges a pre-condition survey and installation. Works are completed within 10 weeks. You do not buy products yourself β€” HDB's contractors install everything.

Frequently asked questions

Common questions Singapore caregivers ask about elderly care subsidies.

Can I apply for both SMF and HDB EASE 2.0?
Yes. They are separate schemes. SMF covers the cost of purchasing assistive devices. HDB EASE 2.0 covers home modifications in your HDB flat (grab bars installed by HDB, slip-resistant floors, etc.). You can benefit from both.
My parent is a PR, not a Singapore citizen. Do they qualify?
SMF is for Singapore citizens only. HDB EASE 2.0 requires the flat owner or registered tenant to be Singaporean, but the elderly family member being assessed does not need to be a citizen.
What is a Functional Assessment Report (FAR)?
A FAR is a medical document completed by a GP or qualified healthcare professional that assesses your elderly parent's ability to carry out Activities of Daily Living (ADLs). It is required for HDB EASE 2.0 applicants aged 60–64, and sometimes for SMF applications.
Do I need to use a specific vendor to get the subsidy?
For SMF, yes β€” you must purchase from an AIC-approved vendor to qualify for the subsidy. Ask your OT or social worker for a list of approved vendors. For HDB EASE 2.0, HDB appoints the contractors β€” you do not purchase or install anything yourself.
Can I claim SMF more than once?
You can only claim once per device category. However, replacements are allowed once the device reaches the end of its lifespan (from February 2022 onwards).
I live in a private property. Can I still get subsidies?
SMF is available regardless of property type as long as you meet the eligibility criteria. For home modifications, EASE (Private) is available from 2026 to 2028 for Singapore Citizens in private properties β€” eligible households receive S$1,200 vouchers to offset 75% of approved modification costs.
How long does HDB EASE 2.0 installation take?
HDB will respond within 14 working days of your application. Installation is completed within 10 weeks of application. More complex works like wheelchair lifters may take up to 12 weeks.
