Maid levy concession: a lower helper levy when you care for a senior

Rules checked 24 October 2026 against Ministry of Manpower

If you employ a migrant domestic worker (helper) and live with a senior aged 67 or above, or with a family member who has a disability, the Ministry of Manpower (MOM) lowers the monthly levy from $300 to $60.

The short answer

  • $60 a month instead of the standard $300.
  • A senior aged 67 or above: automatic once the address and household details match.
  • Aged 16 to 66 with a disability: apply through AIC with a Functional Assessment Report.
  • Up to 2 helpers per household, one for each eligible person.

How much is the maid levy concession?

The levy drops from $300 to $60 a month for each helper who qualifies.

Up to 2 helpers per household can get the lower rate, as long as there is one eligible person for each helper.

Who qualifies for the maid levy concession?

Your household must include an eligible person who lives at the same address as you, the employer.

  • A senior aged 67 or above who is a Singapore Citizen.
  • A senior aged 67 or above who is a permanent resident, if you or your spouse is a Singapore Citizen.
  • A person aged 16 to 66 who permanently needs some help with at least 1 of the six activities of daily living (washing, dressing, feeding, toileting, moving from bed to chair, and walking or moving around). They must be a Singapore Citizen, or a PR with a living Singaporean parent, child or spouse.
  • Children below 16 who are Singapore Citizens qualify under a separate MOM concession.

Someone living in a nursing home or another residential care institution does not count, because they do not live with the employer.

Do I need to apply for the levy concession for my elderly parent?

No, if they are 67 or above. MOM grants it automatically once two conditions are met.

  • Your parent's NRIC and your NRIC show the same address.
  • Your parent is listed as a household member on MOM's FDW eService.

The lower levy shows within your next two levy bills, backdated to when the conditions were met. If it does not, MOM has a form to check why and replies within 2 working days.

How do I apply if my family member is under 67 and has a disability?

Apply to AIC, which reviews the case and recommends it to MOM.

  • Get a Functional Assessment Report (FAR) from a GP, registered nurse, physiotherapist or occupational therapist. You pay the assessment fee, if there is one.
  • Apply online through AIC's eFASS with Singpass, or email apply@aic.sg for a paper form.
  • AIC writes to you within four weeks of reviewing the application. MOM then tells you its decision.

If your family member is already being assessed for ElderFund, IDAPE or CareShield Life, that severe disability assessment can be used instead of a FAR, so you do not pay for two.

Can I get the Home Caregiving Grant as well?

Possibly. MOM's own page points families who hire a helper for someone needing help with 3 or more daily activities to the Home Caregiving Grant.

Can my helper's caregiving training be paid for?

Yes. The Caregivers Training Grant can be used to train a domestic helper who is the main person caring for your parent.
